The Intercontinent Corporation have several

assembly plants in various parts of China. Hostilities have

interfered with the operations of some of them, thus making

equipment and labour available which under ordinary circum-

stances could not be had so promptly.

It is my conviction that, given a prompt reply

from the Secretary of State, we could turn out planes

for the British Government in a British Colony by a British

Company as quickly as they can get them from a foreign

country, which prompts me to approach you again.

The Hon. Mr. N.L.Smith, C.M.G.,

Colonial Secretary,

HONG KONG.

Yours sincerely,

X

(sd) Stanley H. Dodwell.
